The Somali Puntland newspaper 'Sahan' reported on Monday that the president of Puntland had issued a circular waiving the ban imposed by Puntland on people wishing to participate in the Somali peace talks in Djibouti.

The newspaper said the reason for the change in policy was not clear.

Some 700 Somalis are taking part in the talks in Arta, Djibouti. The negotiations are expected to last another month.
