The request of the official delegation from the TNG of Somalia to participate the 2003 Annual meetings of the IMF and World Bank Groups that was held in Dubai,United Arab Emirates from 23rd September until 24th September 2003, did not materialized due to the fact that the mandate of Transitional National Government of Somalia expired on 12th August 2003 .

This was infact apparent from the correspondence between Mr. Hussein Mohamoud Sheikh Hussein, the Minister of Finance of the TNG, who was supposed to head the Somali delegation and Mr. W. Paati Ofosu-Amaah, Vice President & Corporate Secretary of international Bank for Reconstruction and Development. For More details, see the original correspondence ....
