Somali
delegates have started to arrive in Djibouti in large numbers,
ahead of tomorrow's national reconciliation conference at
a village Arta south of Djibouti.
Delegates
include clan leaders, civil rights activists, politicians
and armed groups. But only one main faction leader -- Ali
Mahdi Mohamed -- is expected to attend.
Others
have rejected the peace plan put forward by Djibouti, which
envisages a transitional government to run Somalia for two
years.
The former
president of the self-proclaimed Republic of Somaliland, Abdurahman
Ahmed Ali, is also in Djibouti, although the authorities in
Somaliland have rejected the Djibouti initiative.
